The need

Anti-social behaviour destroys lives and shatters communities. If left unchecked it can lead to neighbourhood decline with people moving away and residents abandoning housing.

Research has shown that landlords and Local Authorities are not making best use of current legislation to combat anti-social behaviour. As a result, they are not taking advantage of remedies currently available to tackle issues in towns and on estates.

It is recognised that in many cases housing providers have lacked sufficient resources and expertise to address poor behaviour. This has been exacerbated when, on occasions their legal providers have failed to act promptly and appropriately to resolve problems.
